27 Rural Communities Never Forsaken The extended MCO was enforced with the aim of keeping Covid-19 under control, yet the restrictions on daily activities also kept many Sabahans away from their jobs, endangering the livelihoods of citizens and non-citizens alike. In mid-April 2020, Tzu Chi volunteers reached out to stateless residents in rural villages to offer love and care.
