15 Warming the hearts of the needy Tzu Chi’s charity mission has since progressed by leaps and bounds over the past few decades. The growing number of local volunteers in Taitung had enabled Tzu Chi’s charity work to progress from its initial profile of several care recipients to home visits and relief distribution operations. During the relief distribution operation in 1979, not only were relief supplies dispensed to aid recipients (top left); free medical services (top right) and free haircuts (bottom left) were also provided.
